Public Notice: Budget Adjustments and Community Service Updates

The City of Oakland and associated agencies have issued several critical notices regarding municipal services, public health, and infrastructure projects as of February 27, 2026. Residents are encouraged to review the following updates to ensure awareness of changes affecting school staffing, healthcare access, and local transit.

Oakland Unified School District Personnel Reductions

Following a vote on Wednesday, February 25, 2026, the Oakland Unified School District (OUSD) Board of Education has approved a proposal to lay off approximately 400 workers. These cuts are part of a broader strategy to address a significant budget shortfall and declining enrollment across the district’s 80 schools and central office. The measures are projected to save the district $11 million in the upcoming fiscal year. In response, the Oakland Education Association has authorized a potential strike, as union members seek to address concerns over staffing shortages and classroom stability. Parents and guardians should prepare for potential service disruptions in the coming weeks.

Health Advisory: Alameda Health System Program Closures

Alameda Health System has announced the upcoming closure of intensive outpatient mental health programs at Highland Hospital in Oakland and Fairmont Hospital in San Leandro, effective March 9, 2026. These closures are necessitated by ongoing efforts to balance the system’s budget. Residents who currently utilize these outpatient services are advised to contact their primary care providers or the county health department to explore alternative community-based mental health resources. Additionally, the Office of Environmental Health Hazard Assessment (OEHHA) issued a new health advisory this week regarding fish consumption at Los Vaqueros Reservoir, recommending limited intake of specific species due to updated mercury and PCB testing results.

Infrastructure and Transportation Projects

  • Oakland-Alameda Access Project: Full construction activities are scheduled to begin on March 2, 2026. Motorists should expect staging activity and possible lane closures near the Webster and Posey Tubes as crews prepare for the project's primary phase.
  • Chinatown Safety Improvements: The City recently celebrated the completion of the Safe Routes to Schools project on 10th Street. Improvements include new traffic safety features and paving to enhance pedestrian security for students at Lincoln Elementary.
  • Sunday Parking Enforcement: The City of Oakland has officially extended the grace period for Sunday parking meter enforcement. Routine enforcement of Sunday meters is now scheduled to begin on April 12, 2026.

Planning and Public Records

The Planning and Building Department has updated the Oakland Municipal Code to expand the list of projects exempt from mandatory Design Review. This change aims to streamline smaller-scale development and renovation processes citywide. Furthermore, the Oakland Museum of California (OMCA) has issued a formal notice of intent to repatriate cultural items in accordance with the Native American Graves Protection and Repatriation Act. The repatriation process for these items is expected to take place on or after March 25, 2026.
