Tuesday Commute Overview

Commuters in Oakland and the greater East Bay face a challenging morning this Tuesday, February 17, 2026. A combination of a powerful multi-day winter storm hitting Northern California and a series of localized construction projects and labor actions are creating significant friction across the transport network. The National Weather Service has classified today’s travel impact as "Major," primarily affecting regional travel and mountain passes, though local arteries are feeling the secondary effects of weather-related congestion.

Major Arteries and Regional Travel

Caltrans District 4 has issued a high alert for the region. While the most severe impacts are currently felt on Interstate 80—which is under mandatory chain controls in both directions and seeing holds at Truckee and Colfax—Oakland drivers should expect increased volume on local freeways as travelers avoid the mountains. Localized flooding and debris are a risk on low-lying stretches of I-580 and I-880 due to the storm's intensity. Furthermore, the State Route 4 Old River Bridge maintenance project has officially entered its major construction phase this month, and significant delays are expected for those heading toward the Delta.

BART and Public Transit Alerts

Public transport users should be aware of several specific disruptions affecting the morning and evening commutes:

  • West Oakland BART Station: Today marks the final scheduled day for the temporary closure of portions of the station parking lot. This disruption, which began last week, is to accommodate ongoing transit-oriented development (TOD) construction. Riders are encouraged to seek alternative parking or use AC Transit to reach the station.
  • Yellow Line Modernization: BART continues its train control modernization project through the summer. Commuters riding late into the evening should expect up to 30-minute delays after 9:00 p.m. between Millbrae and SFO.
  • AC Transit Strike Activity: Due to Teamster strike activity at CSU East Bay starting today, February 17, through February 20, Line 60 is operating under a detour. The stop at West Loop Road and Carlos Bee Blvd is currently closed.

Local Roadworks and Stop Closures

OakDOT and Caltrans maintenance crews are active at several key sites within the city. The SR-260 Posey Tube has seen recent overnight maintenance work, and while lanes are generally open for the morning rush, drivers should stay alert for residual equipment. In Alameda and East Oakland, the following AC Transit stop closures remain in effect:

  • Blanding Avenue at Broadway: Stops for Lines 19, 51A, and 851 are closed through March due to construction.
  • Scott Street and Donal Avenue: Ongoing work is affecting Lines 667, 675, and 684 through February 18.
  • University Avenue at Kala Bagai Way: Construction has closed this stop for Lines 52 and 605 until late March.

Commuters are advised to allow at least 20 minutes of extra travel time today and to use real-time tracking apps to monitor shifting bus schedules and freeway conditions.
