Regional Security MOU for Super Bowl LX

A primary focus of recent legislative sessions, and a key item for scheduling, is the Memorandum of Understanding (MOU) between the Oakland Police Department (OPD) and the City of Santa Clara. With Super Bowl LX scheduled to take place at Levi’s Stadium on February 8, 2026, the agreement authorizes OPD to provide tactical support and specialized security personnel for the event. According to city documents, the partnership is designed to facilitate regional law enforcement collaboration for one of the world's most-watched sporting events.

The agreement stipulates that all costs associated with OPD’s services—including personnel, equipment, and administrative overhead—will be fully reimbursed by the City of Santa Clara. This ensures that Oakland’s participation will have no fiscal impact on its General Purpose Fund while providing OPD officers with valuable professional development in large-scale event management. This same MOU is expected to cover preparations for the FIFA World Cup matches scheduled for June and July 2026.

Campaign Reform and Administrative Updates

Following discussions earlier this month, the committee is also overseeing the progress of revisions to the Oakland Campaign Reform Act. Legislative items involve increasing contribution limits for officeholder expense funds to match recent temporary increases in candidate committee limits. These updates aim to create consistency in the local tax code and encourage transparent, traceable contributions for governmental purposes without burdening city resources.

Public Participation

Today’s session remains open to the public, with city officials encouraging residents to participate either in person at the City Council Chambers or via the city’s digital eComment system. As the Rules and Legislation Committee serves as the gateway for all items reaching the full City Council, the decisions made this morning will determine the final schedule for the city’s legislative priorities throughout the month of February.
