Official City Notice: Fiscal Year 2025-2027 Budget Implementation
As the City of Oakland continues through the first year of the 2025-2027 biennial budget cycle, residents are reminded of the current fiscal priorities aimed at maintaining essential services and ensuring public safety. Under the adopted budget, the City is maintaining a mandated minimum staffing level of 750 sworn police officers. To meet this requirement and address workforce attrition, the Oakland Police Department is currently conducting three academy training sessions per year. Residents may notice increased recruitment activity as the City works toward these public safety benchmarks.
Measure NN Parcel Tax and Parking Surcharge
The City of Oakland reminds property owners and businesses that the provisions of Measure NN, approved by voters to fund emergency response and violence prevention, remain in effect. Since July 1, 2025, the following special tax rates apply to support 911 response times and fire services:
- Single-family residential parcels: $198.00 annually.
- Multiple residential unit parcels: $132.00 per unit.
- Non-residential parcels: Calculated based on a residential-equivalent formula.
- A parking tax surcharge is also active for all commercial parking transactions within city limits.
Rent Adjustment Program: 2025-2026 CPI Updates
The Housing and Community Development Department reminds tenants and property owners that the current annual allowable rent increase, based on the Consumer Price Index (CPI), is active for the 2025-2026 period. Owners of rent-controlled units are required to provide a minimum of 30 days’ written notice for any increase of 10% or less. Furthermore, under recent legislative updates, certain garbage-related service cost increases may now be petitioned as additional adjustments, provided they meet the specific criteria outlined in the Rent Adjustment Ordinance.
Notice of Upcoming Election Deadlines
The City Clerk’s office issues a notice regarding potential revenue measures for the 2026 primary election. Staff have recommended the consideration of an additional ongoing tax measure to raise $40 million for the General Purpose Fund, effective July 1, 2026. The official deadline for the City Council to submit such a measure to the ballot is March 6, 2026. Public hearings regarding these options will be scheduled throughout February.
Housing and Community Development Five-Year Plan
The City is currently operating under the Fiscal Years 2025/26 – 2029/30 Consolidated Plan. This plan guides the allocation of federal grants, including CDBG and HOPWA funds, to benefit low- and moderate-income residents. Ongoing programs focus on preventing displacement and improving neighborhood infrastructure in historically underserved areas.
