Mayor Issues Executive Orders Amid Immigration Surge

On January 29, 2026, Mayor Barbara Lee signed a series of executive orders aimed at protecting Oakland residents from a reported federal immigration enforcement surge. These orders direct all city departments to ensure that local resources and personnel are not utilized to assist federal agencies in immigration-related enforcement actions. This move reinforces Oakland’s long-standing policy as a sanctuary city, prioritizing the safety, privacy, and trust of all community members regardless of their documentation status.

Health Advisory: Mass Gatherings and Respiratory Health

The Alameda County Public Health Department has issued a high-priority health advisory in anticipation of Super Bowl LX, which will take place on February 8, 2026. With mass gatherings and associated regional events expected to begin across the Bay Area on February 3, health officials are warning of heightened transmission risks for influenza, RSV, and measles. Given the influx of domestic and international travelers during the peak winter respiratory season, residents are strongly encouraged to stay current on vaccinations. The California Department of Public Health is also monitoring a newly circulating influenza strain, H3N2 subclade K, which has contributed to a recent increase in hospital admissions statewide.

Medi-Cal Eligibility and Benefit Updates

As of February 2026, new regulations regarding Medi-Cal eligibility are now in full effect. Under the policy that began January 1, new applicants aged 19 or older who do not possess Satisfactory Immigration Status (SIS) are limited to restricted-scope Medi-Cal, covering emergency and pregnancy-related services only. However, individuals who were already enrolled in full-scope Medi-Cal prior to the new year will maintain their existing coverage. In addition, Alameda County Social Services is currently distributing new EBT cards featuring chip and tap technology. Residents are advised to use the ebtEDGE mobile application to secure their benefits against fraud.

Fire Department Mental Health Support Initiative

Starting February 1, 2026, the Oakland Fire Department has launched a new professional services partnership with Evergreen Counseling. This council-authorized initiative provides firefighters with specialized behavioral science consultation and confidential mental health services. The program, funded through 2028, is designed to support the psychological well-being of first responders facing high-stress operational environments.

Public Reminders and Administrative Deadlines

The City of Oakland continues to offer free tax preparation assistance through the Volunteer Income Tax Assistance (VITA) program for the 2025 tax year. Residents may be eligible for significant federal and state Earned Income Tax Credits (EITC). Additionally, while the City Council does not hold a regular session today, Monday, February 2, all administrative reports for upcoming March committee meetings are due to the City Administrator’s Office by 4:00 p.m. to ensure timely inclusion in the public record.
