Public Safety Committee Focuses on Human Trafficking and Demand Reduction

The proposed ordinance seeks to align local law with evolving California state standards. Most notably, the legislation would repeal the offense of loitering for the purpose of engaging in prostitution, replacing it with a new offense focused on the demand side: loitering for the purpose of purchasing commercial sex.
This shift in strategy is intended to target sex-purchasers and traffickers rather than those being exploited. The proposal includes provisions for administrative fines against those purchasing sex or utilizing properties for prostitution. Revenue generated from these fines is slated to seed a new Human Trafficking Survivor Support Fund, aimed at providing resources and recovery services for victims.
Regional Security for Super Bowl LX and FIFA World Cup
In the Community and Economic Development Committee, officials are reviewing a Memorandum of Understanding (MOU) that would deploy the Oakland Police Department (OPD) to support security for upcoming global events. With Super Bowl LX scheduled for February 8, 2026, and the FIFA World Cup following this summer, Oakland is preparing to provide tactical support and personnel to Levi’s Stadium in Santa Clara.

Additionally, the committee moved forward with a $1.4 million, five-year agreement with the Montclair Village Association to continue the management of local parking facilities, including the La Salle Garage, ensuring continued support for the Montclair commercial district.
