Oakland City Council Convenes Concurrent Session on Public Safety and Local Emergencies

The Oakland City Council is scheduled to meet today, Tuesday, February 17, 2026, for a concurrent session with the Oakland Redevelopment Successor Agency. The meeting, which begins at 3:30 p.m. in the City Council Chamber at 1 Frank H. Ogawa Plaza, features a robust agenda addressing long-standing public health crises, significant legal reforms, and long-term infrastructure planning.

Key Legislation and Social Reform

One of the most significant items on today’s agenda is a proposed ordinance to amend Oakland Municipal Code 9.08.260. This amendment seeks to transition the city toward a 'Demand Reduction' model for sex trafficking. If passed, the ordinance would repeal the existing offense of loitering for prostitution and instead establish the act of loitering for the purpose of purchasing commercial sex as a punishable offense. The reform also introduces administrative fines for sex-purchasers, traffickers, and property owners whose venues are knowingly used for exploitation. Revenue generated from these fines, projected between $250,000 and $450,000 annually, is intended to fund the newly created Human Trafficking Survivor Support Fund, which will support Oakland-based community organizations dedicated to aiding survivors.

The Council will also consider the renewal of three critical local emergency declarations. These resolutions acknowledge ongoing crises that allow the city to maintain specific funding streams and emergency powers. The declarations include:

  • The renewal of a local public health emergency regarding the HIV/AIDS epidemic, citing persistent incidence rates that exceed state averages.
  • The medical cannabis health emergency, maintained to ensure stable regulatory oversight and patient protections.
  • The declaration of a local emergency on homelessness, which remains a top priority as the city seeks to expand temporary housing and support services.

Financial and Infrastructure Updates

Administrative and financial matters are also at the forefront of today’s session. The Council will review a multi-year plan aimed at meeting voter-mandated staffing and service levels across various city departments. Additionally, an informational report on the 2024 City of Oakland Disparity Study will be presented, providing insights into equitable procurement and contracting practices within the city government. Other notable agenda items include a construction contract amendment for the Citywide Pavement Rehabilitation 2022 Project to ensure the continuation of road improvements, and the authorization of grant agreements for the Sugar Sweetened Beverage Distribution Tax covering the 2025-2027 fiscal years.
