The Oakland City Council is scheduled to hold a concurrent meeting with the Oakland Redevelopment Successor Agency today, Tuesday, March 3, 2026, at 3:30 PM. The session will take place in the City Council Chamber on the 3rd Floor of City Hall. Residents are encouraged to participate as several high-priority legislative items and emergency declarations are on the docket for final approval or renewal.

Public Health and Emergency Declarations

As part of its ongoing commitment to public health and safety, the Council is set to renew several long-standing local emergency declarations. These include:

  • Homelessness Emergency: A continuation of the city’s official declaration of a local emergency regarding the homelessness crisis to facilitate rapid resource deployment.
  • HIV/AIDS Epidemic: Renewal of the public health emergency regarding the HIV/AIDS epidemic, ensuring continued funding and support services.
  • Medical Cannabis: Extension of the declaration of a medical cannabis health emergency in alignment with city health protocols.

Additionally, the Council will consider a significant ordinance to amend the Oakland Municipal Code concerning sex trafficking. The proposed "Demand Reduction" model shifts the legal focus to sex-purchasers and traffickers, repeals loitering-for-prostitution offenses, and establishes a Human Trafficking Survivor Support Fund to assist victims, particularly in high-impact areas of East Oakland.

Infrastructure and Transportation Alerts

Several major public works projects are entering critical phases this week. The City Council is expected to award a $3.3 million construction contract for the Adeline Street Bridge Seismic Retrofit Project. This project, which links the Port of Oakland to the I-880 corridor, is slated to begin active construction this month to enhance structural resilience and safety.

Furthermore, the Oakland Alameda Access Project (OAAP) officially commenced construction activities on Monday, March 2. Motorists should expect shifts in traffic patterns and intermittent lane closures as crews work to improve connectivity between downtown Oakland, Chinatown, and the Posey and Webster Tubes. Residents are also reminded that the Oakland Department of Transportation (OakDOT) has recently launched its Speed Safety Camera Program at 18 high-injury locations; while warnings are currently being issued, full citations are scheduled to begin in mid-March.

Public Service Announcements

The City of Oakland Revenue Management Bureau notes that the deadline for 2026 Business Tax renewals was March 2. Business owners who have not yet filed their declarations are urged to use the online portal immediately to mitigate late fees and penalties. In separate news for motorists, the city has confirmed that the grace period for Sunday parking meter enforcement has been extended. Enforcement is now scheduled to begin on April 12, 2026, providing residents with additional time to adjust to the new schedule.
